What are the 2 groups of road users?
Pedestrians and drivers

All vehicles intended to move other than along rails
Purely or partly by mechanical force present on or attached to the vehicle itself
Or by electrical traction with power supply for elsewhere
What are the exceptions to the motor carriages?
