Discuss the dual chain of command (Administrative/Operational) for operating forces
ADMINISTRATIVE: Handles man, train, and equip functions. Runs from the President → Secretary of Defense → SECNAV → CNO → Type Commanders (TYCOMs: Naval Air Forces, Naval Surface Forces, etc.).
OPERATIONAL: Used for combat operations and tasking. Runs from the President → Secretary of Defense → Combatant Commanders (COCOMs: CENTCOM, NORTHCOM, INCODPACOM, etc.).
Discuss Unified/Specified as it applies to the Operational COC
Unified: Composed of units from two or more services (CENTCOM, NORTHCOM, INDOPACOM, etc.)
Specified: Military command with forces from only one service (Strategic Air Command - USAF)
Discuss Fleet Commanders as they apply to the Operational COC
Each are in charge of their own designated fleets. (CINCPACFLT, CINCLANTFLT, CINCUSNAVEUR)
Discuss Task Force Commanders as they apply to the Operational COC
Each are in charge of a subdivision, or task force, of a fleet. (Example: CTF-70 - Navy’s battle force in the West Pacific.)
Discuss Task Unit Commanders as they apply to the Operational COC
Each are in charge of a subdivision of a Task Group, which is a subdivision of a task force. (Example: CTG 114.2 - STRATCOMWING 1’s TACAMO Task Group.)
Discuss SECNAV as he applies to the Administrative COC
CEO of the Navy; appointed by POTUS; authority to conduct all the affairs of the DoN
Discuss CNO as they apply to the Administrative COC
Chief of Naval Operations - senior military officer of the DoN; Reports directly to the Secretary of the Navy. Develops naval policy, programs, and budgets and supervises Navy personnel, ships, aircraft, and facilities.
Discuss Commander Fleet Forces and how it applies to the Administrative COC
Type Commanders; report directly to the CNO. Command the Navy’s Fleet Commands (CINCPACFLT, CINCLANTFLT, CINCUSNAVEUR, etc.). Responsible for ensuring fleets are ready for deployment.
Discuss Naval Air Force Commander
The Commander, Naval Air Forces (COMNAVAIRFOR) is the Type Commander (TYCOM) for all U.S. Navy aviation forces. Provides fully mission-capable squadrons to the Fleet Commanders for deployment.
Discuss Functional Wing Commander
Usually a Captain; in command of a wing, which consists of several squadrons of aircraft (commodore)
Discuss Type Squadron Commander
Usually a Captain or Commander; in command of a specific squadron, reports to the Functional Wing Commander (CO)
Discuss the role of the MCPON
Serves as the liaison between all Navy Enlisted personnel and the CNO and Chief of Naval Personnel
Discuss the role of the Fleet Master Chief
Principal advisers to the Fleet CINC; bridges the gap between enlisted and commander of the fleet
Discuss the role of Force Master Chief
Principal advisers to the Force Group Commander; Represents the enlisted force at the Force level (e.g., Naval Air Forces, Submarine Forces)
Discuss the role of Command Master Chief
Bridges the gap between the CO/XO and enlisted personnel; 3rd in charge of a squadron or command which has more than 250 sailors
State the geographic AOR of U.S. Fleet Forces Command
Based in Naval Station Norfolk. Responsible for Western portion of Atlantic Ocean, from the North Pole to the Caribbean and the Gulf of America.
