- In 1500, population was 2.5 million but in 1700 it was between 5&6 million

- Henry Fielding was aware that ‘thief takers’ needed to be improved.
- In 1748, the Bow Street Runners were set up
- They aimed to deter criminals by improving the chances that they would be caught.
- Understood the need to share and collect information, their Bow Street Office became a hub for a crime intelligence network.

Need for a Consolidated Police Force:

- In 1829, first professional police force was set up in London
- 17 districts across London each had its own police division
- Emphasis on deterrence by having a public presence
- Home Secretary, Robert Peel, made them were a blue uniform to distinguish them from the army.
