put interstate commerce under the control of the fed gov, sets up interstate commerce commission and they will continue to regulate it, led to Illinois case

gold bugs wanted banknotes to be credited on gold supply to make money scarce and higher value, those who coined silver would put more money into circulation which would help poor, free silver=farmers
