Comprehensive Planning Notes

“Master” plan, “General” plan, and “Comprehensive” plan all mean the same.

Many states require, all enable.

Rooted in Dept. of Commerce’s Standard Zoning Enabling Act (1924, revised 1926) and Standard City Planning Enabling Act (1928).

Neither defined “comprehensive” plan but both required conformance between it and zoning regulations.

5 Basic Steps:
1. ID stakeholders
2. Define goals
3. Gather information and analysis
4. Develop alternatives
5. Select an alternative

Followed by budgeting for your selected alternative, establishing implementation action steps, and evaluating at regular intervals.
