A legal resident of a country who owes allegiance to that place AND is entitled to full civil rights

A
- If you are born in another country but one parent is a U.S citizen
- If you are at all born in the U.S
- Naturalized citizen (AKA: Immigrant -> Citizen)

- Must be at least 18
- Must live here for 5 years (Sped up to 3 id you marry a U.S citizen)
- Must speak limited English
- Have good moral character
- Pass a basic history and Gov. test
