What is Part-21 concerned with?
Certification of aircraft and related products, parts, appliances, and of design and production organisations.
What is a Type Certificate (TC)?
An approval awarded when a product meets all Part-21 and relevant Certification Specification (CS) requirements.
What is a Restricted Type Certificate?
Awarded when a product doesn’t meet all Part-21/CS requirements but is still safe to fly within limitations.
What is a Supplemental Type Certificate?
Awarded to a designer making a major modification to a product when they are not the original TC holder.
What is a UK Technical Standard Order (UKTSO)?
Approval granted to the designer of aircraft parts and appliances.
What must approval holder (TC, STC, UKTSO) have regarding failures/defects?
A system to collect, investigate, and analyse failures/malfunctions that may affect airworthiness, known to operators.
When must a TC holder report a defect to the CAA?
Within in 72 hours
What is an Airworthiness Directive (AD)?
A mandatory action issued by the CAA to restore an aircraft to safe condition after an unsafe condition has been found
What does an AD include?
Required actions and compliance time
What is a Sensitive Security Airworthiness Directive (SSAD)?
Security-related info issued on a need-to-know basis to prevent unlawful interference with civil aviation.
What is the definition of a “repair” under Part-21 Subpart M?
Elimination of damage or restoration to airworthy condition after initial release to service.
Is replacement of parts without design activity consider repair under Part-21?
No. It is considered maintenance, and does not require Part-21 approval.
What does Part-21 Subpart M establish?
Requirments for repair design approval and defines standard repairs and don’t require approval
What are standard repairs?
Repairs that:
- Don’t require approval
- Affect only certain aircraft (MTOM <5700kg, rotorcraft <3175kg, sailplanes, balloons, airships)
- Use CS data
- Don’t conflict with TC holders data
What are repair designs?
Repairs that do require design approval by the CAA or an approved design organisation.
What defines a minor repair/cahnge under Part-21?
Anything that does not affect:
- Mass and balance
- Structural strength
- Noise
- Operational characteristics
- Exhaust emissions
- etc
Who can evaluate the airworthiness of unrepaired damage not covered by approved data?
- The CAA
- An appropriately approved design organisation under CAA-agreed procedures
What record-keeping is required for each repair?
All design info, drawings, test reports, instructions, and limitation must be:
- Held by the repair deign approval holder
- Available to the CAA for continued airworthiness
What is Continuing Airworthiness?
All actions required to keep an aircraft in an airworthy conditions as originally certified.
What are the three key components/ pieces of legislation involved in keeping an aircraft airworthy?
Part-M (CAMO), Maintenance (Part-145, 147, 66), and Air Ops.
What does Part-M establish?
Measures to ensure the airworthiness of an aircraft is maintained, including maintenance
What does Part-M Subpart A cover?
Scope and applicability of Part-M
Who is responsible for the continuing airworthiness of an aircraft?
The aircraft owner, unless otherwise stated in the lease contract.
What must be done before every flight?
Pre-flight inspections and defect rectification per MEL/CDL.
