Passed an “address to the throne” asking for abolition of state council and death penalty, abandonment of emergency laws, reform of civil service.

Nicholas said this was “totally inadmissable” Duma passed a vote of no confidence and dissolved 10 days later
Stolypin, with a more hard line reputation made prime minister.
