  1. When responding, Who has overall responsibility?
A

An appliance OIC has overall responsibility during any emergency response and will determine the code under which the appliance will respond. The OIC may direct a driver to slow down, however cannot request the driver of an appliance to speed up and travel faster than what the driver considers safe for the conditions.

  1. While turning out to emergency response, Who is to Determine Response Code?
A

An appliance OIC is to determine the appropriate response code upon turn out, using either Code 1 emergency response (lights and sirens) or Code 3 response (normal driving conditions).
* When providing a turn out message, the appliance OIC must communicate the selected response code (Code 1 or Code 3) to the Communications Centre.
* Any change in response code whilst en route to an incident must be communicated to the Communications Centre and other responding appliances.

A

Code 1 emergency response must be used where an appliance OIC conducts a Size Up based on the incident response information and a Safe Person Approach, Dynamic Risk Assessment and determines the threat to life and/or property necessitates a Code 1 response.

A

The following incident types must be considered Code 3 response unless the appliance OIC determines otherwise based on further information:
* Burn off in residential yards.
* Storm damage.
* Rubbish/clothing bin fire.
* Power lines arcing and sparking/power lines down.
* Lock ins/lock outs.
* Animal rescues.
* Late notification of fire – fire now out.
* Retrieval of deceased person(s).
* Public service calls (e.g., assistance to change smoke alarm batteries, welfare checks).
* Alarmed premises where alarm has returned to normal.
* Valve monitor alarms.
* Sieges or civil disturbances.
