A

Senate comprised of two representatives from each state
- each state sent the same number of senators

House of Representatives
- proportional to population, still left slavery unresolved due to the 3/5s count

How did contribution to overall federal budget work ?

A

Counted his population size ensuring smaller states therefore wouldn’t have to carry the same weight as larger states who in theory would have greater state revenue

A

Elections for President were not based on national vote but instead an electoral college in each state which would decide on the president

One electoral college vote for each house of reps members plus two votes for each senator
