Air Traffic Control can control you on the ground and in the air. You must comply with their instructions or tell them if you cannot comply.

What is the role of the Tower ATSU?
They handle the traffic on the runway either taking off or landing, plus the initial climb out or final phase of flight.
What is the role of the Ground ATSU?
They handle all traffic not on the runway.

What is an Aerodrome Flight Information Service?
They can control you on the ground only and you must comply with what they say.
Callsign - Information, provides you with the relevant information for the safe conduct of flight.
What is an Air Ground Communications Service (AGCS)
This cannot control you, however due to the rules of the air you must gain the necessary information to allow the safe conduct of flight.
Callsign Radio - Gives the relevant information for the safe conduct of flight.
