Whats the core strategic purpose of the Coast Guard Reserve?

Yes, the probability of saving a human life warrants a maximum effort, when no suitable alternative exists and the mission has a reasonable chance of success, the risk of damage to or abuse of the boat is acceptable, even though such damage or abuse may render the boat unrecoverable
When can a boat with a restrictive discrepancy be operated?
It may only be operated if a written waiver has been issued identifying the specific discrepancy, the conditions under which it may be operated, the measures to be taken to lesson or negate hazards posed by the discrepancy on a case by case basis.

A medical recommendation for duty status should be pursued, may request a second opinion, if uncertainly still exists, command should initiate a medical examination board. Once a MEB has been initiated, unit can contact the detailer to request a replacement
What is the primary ice rescue resource?
Helicopter is the primary resource

An ice rescue team consists of 4 people.

A disabling casualty are those that make the boat not serviceable
What shall the coxswain do in the event they sustain a disabling casualty while underway?
The coxswain shall contact the station and shall immediately return to the nearest safe mooring where the vessel will be placed in charlie status until repaired.
What shall be done if a disabling casualty is identified while the vessel is moored?
The boat is not authorized to get underway until the casualty is corrected, the vessel will be placed in charlie status until repaired
Who do you report the disabling casualty?
The disabling casualty shall be reported to the Operational Commander and the Sector EO followed by a boat status message as soon as possible but no later than 12 hours after the casualty is discovered. If it cannot be repaired within 48 hours than either an ALMIS entry or a CASREP shall be made within 24 hours of discovery.
What is the definition of a restrictive discrepancy?
A restrictive discrepancy are those which restrict the operations of the boat such that it can perform some activities but not all activities safely
Can the vessel be operated with a restrictive discrepancy?
Yes, the vessel shall only be operated if the Operational Commander has issued a waiver, a verbal waiver is authorized as long as it is followed up with a written waiver within 4 hours.
Who can authorize a restrictive waiver?
The Operational Commander or their delegate which has to be in writing
What should be listed in the restrictive waiver?
The waiver shall identify the discrepancy, the conditions under in which the vessel may be operated, the measures to be taken to lessen or negate the hazards posed by the discrepancy. Must be maintained as an annotation to part 3 of the boat record
What shall the coxswain do if they sustain a restrictive casualty while underway?
The coxswain shall notify the parent unit with all of the pertinent information and a recommendation as to whether to continue or abort the mission. The parent unit shall pass the information and the recommendation to the Operational Commander, the OC shall immediately notify the unit as to whether or not to continue with the mission is authorized, conditions under which the boat may be operated and the precautions to be taken to lessen the hazards

How often shall self audits of material readiness and standardization be completed?
They are recommended to be conducted on a quarterly basis and prior to the RFO evaluation or the STAN assessment
What are self audits also designed for?
To assist units in maintaining work lists and current ships maintenance projects (CSMP)
How often shall the OIC conduct a material inspection for each small boat assigned to the unit?
The OIC shall conduct a material inspection once per month for each standard boat assigned to the unit
How many people are normally required to conduct a material inspection?
2, a Bm and a MK
What tasks are contingency coxswains/crews not required to complete?
They are not required to complete tasks associated with extended searches but they do complete all other tasks and are fully capable to respond to SAR cases and to execute initial searches (vs/ss)
