They can only certify the space for cold work.
Can a person enter a space that is suspected of being IDLH?
Entry into a space that is suspected of being IDLH is strictly prohibited except when authorized by the OIC during extreme emergencies.
What must personnel do prior to entering a space that is suspected of being IDLH and the OIC has authorized entry do to an emergency?
The personnel shall be outfitted with the proper respiratory protection.

- Space must be large enough and so configured that an employee can bodily enter and perform assigned work.
- Has limited or restricted means for entry or exit.
- Is not designed for continuous employee occupancy
What is an enclosed space?
An enclosed space is any space other than a confined space which is enclosed by bulkheads and possibly overheads.
What is the definition of entry when pertaining to confined space?
Entry is the action by which a person passes through an opening into a space.
If a shore unit has a confined space, what shall they have?
The unit shall have a written confined space safety program.
If a shore unit doesn’t have a confined space, are they required to have a confined space safety program?
No
Does the individual thats responsible for the management of the units confined space safety program have to be designated in writing?

What does a AGFE/AGFEPO have to do to recertify as a GFE when they transfer to a new unit?
EPO must issue one GFE certificate in the presence of a AGFE for recertification.
Who shall designate in writing a shipyard competent person certification?
Shall be designated in writing by me, the OIC after the member has completed the 3 day CG Shipyard Competent C school

What is a permit required confined space?
A shore facility confined space that has one or more of the following characteristics:
- contains or has the potential to contain a hazardous atmosphere
- contains a material that has the potential for engulfing an entrant
- has an internal configuration such that has an entrant could be trapped or asphyxiated by inward converging walls or by a floor which sloops downward and tapers to a smaller cross section
- contains any other recognized serious safety or health hazard
What is a TCTO?
Time Compliance Technical Order, its intended to help maintain configuration control of all surface assets.
Where do you find guidance on TCTO?
Guidance for TCTO’s are IAW Ch. 041 of the NEM
What funds a TCTO?
Its funded with either AC&I or O&E funds
Where do you find the guidance for inspections of operating machinery?
IAW Ch 044 of the NEM
How often shall machinery be inspected on cutters and boats?
Cutters and boats operating machinery shall be inspected every hour and readings shall be recorded.
If the cutter is equipped with video and electronic control and monitoring systems that in addition to monitoring spaces for fire and flooding can alert the watch stander of abnormal system parameters prior to failure can reduce inspection requirements to what?
Will reduce operating machinery inspection requirements to at least once every 4 hours
What is the inspection requirement for in-port?
Shall be inspected once every 4 hours when in port on electrical shore tie
While in-port and on shore tie, port inspections can be further reduced if all berthing areas are equipped with adequate installed flooding and fire sensor alarms to alert a sleeping watch stander provided they are on board at all times, what times fall under this requirement?
