  • Ability to assess significance & acceptability of accident rates by comparing with similar activities to estimate what can normally be expected
  • Ability to compare accidents and accident rates across the MOD and with other industry
  • Identify accidents where preventative measures can be taken
  • To ease reporting locally and externally to HSE
  • Identify accidents which require resolution, policy change and funding
