Bill of Rights
written by James Madison after Anti-Federalists demanded the constitutions include a statement of basic rights
Judiciary Act of 1789
created the federal court system (including 6-member supreme court, now 9 members)
Funding & Assumption plans
funding - Hamilton urged congress to fund at par the debt from the Rev. war.
assumption - Hamilton urged congress to assume state debts, he believed this would better link states & federal govt.
Whiskey Rebellion
after an excise tax was placed on whiskey farmers in west PA who used whiskey as currency were upset. they rose in protest, the “whiskey boys” raised whiskey poles, tarred & feathered revenue officers. when troops arrived the whiskey boys had already dispersed
Democratic Republicans
in south & west, middle class/poor farmers, wanted weak central govt. (power in states), pro-french, pro-slavery, “the people” should rule
Federalists
New England & NY, merchants/manufacturers, distrusted democracy, wanted strong central govt., pro-british, anti-slavery, “the people”
Neutrality Proclamation
issued by Washington to warn Americans to be impartial to Britain & France
Northwest Indian Wars
the U.S. fought Miami Chief Little Turtle, the Miamis signed the Treaty of Greenville at the end which ceded most of their land (they had the right to hunt on the land & received $20,000 + $9,000 annually)
Jay’s Treaty
Jay was forced to agree that the U.S. would pay debts owned to British merchants on revolutionary-era accounts
Pinckney’s Treaty
Americans granted free navigation of Mississippi river & territory north of FL
Washington’s Farewell Address
warned U.S. to steer clear of foreign alliances & political parties, W. never delivered it & Hamilton wrote it
XYZ Affair
Adams sent 3 men to France to negotiate w/ minister Talleyrand, 3 go-betweens (X,Y, & Z) asked the envoy for a bribe, word of the bribe made federalists call for war, navy dept. & marines created, new army authorized, 2.5 year war at sea, U.S. captured >80 French vessels, Talleyrand backed down & offered to receive the next envoy
Alien Law
attempt to limit number of immigrant voters (usually voted Republican), raised residency requirements from 5 to 14 yrs.
Sedition Act
to jail/fine anyone (republicans) who impeded the policies of the (federalist) govt. or falsely defamed its officials, law expired before the next election
VA & KY Resolutions
VA (Madison) & KY (Jefferson) stressed state sovereignty
Hamilton vs. Jefferson (The Bank)
Hamilton - supported the bank, loose constructionist, bank would benefit the govt.
Jefferson - against the bank, strict constructionist
