Passed alongside the repeal of the embargo act, re opened trade with all but 2 nations- British and France. Act c tried Jefferson’s economic policy of coercion
Non- intercourse act (1809)
Aimed at resuming peaceful trade with British and France. If either British or France repealed its trade restrictions, the US would reinstate the embargo against the non-repealing nation. When baoeokean offered to lift his restrictions on British ports, US was forced to declare an embargo on British- pushed 2 nations closer to war

(1811-1812) democratic republican congressmen who pressed James Madison to declare war on Britain. Resented British constraints on US trade
