Freud used an iceberg analogy. An iceberg sits mostly underneath the waters surface. Only a small area is exposed about the water.
The part that is above the water (tip) is the conscious level. Both the ego and super ego at this level.
The preconscious level is underneath the surface and consists of items that lie just outside the awareness that can be brought into the consciousness.
The unconscious level that is deep to the waters surface consists of items of which a person is generally unaware.
Both ego and super ego operate at all three levels.
What did Freud believe about the unconscious level?
Freud believed that the unconscious level is much bigger than the conscious and the preconscious level.

Id is entirely unconscious. Expressing its urges at a conscious level.
