Procedure for chemical release that occurs on a train in between stations
MTA will continue train to closest station w/HVAC on in train. Receiving station shall be evacuated prior to arrival of contaminated train. Other trains shall be prevented from entering now contaminated station
1st Eng notifies _ of people evacuating; & _ of non-ambulatory victims
IC; 2nd Ladder
1st arriving ladder companies at Chemical attacks “Every Horny BC Enjoys Sex”
1st Lad Team 1 Evac & Haz assessment w/2 FF’s & Off (If possible ID source & nature of problem & mark route for CPC Entry/Rescue teams w/search ropes)
1st Lad Team 2 BU (2 members) for Team 1 & est. Comm relay to IC until relieved by 1st CPC equipped unit
Communication Relay: LCC rig placement & assist in est of comm relay (Do NOT remain w/rig for orders)
2nd Lad at Chemical Attacks
2nd Lad Team 1 Evac to gross decon (direct ambulatory & assist Non-ambulatory w/stokes & utility ropes)
2nd Lad Team 2: Site access control- initial exclusion zone w/red tape & est CRZ
2nd LCC- position rig out of hazard area & act as barrier for site access control, tape off areas, & assist Team 1 & 2 (do NOT remain w/rig)
Can FD members enter a subway where visible persons are unresponsive
Members are NOT to enter
If a dispersal device is still operational can 1st alarm units make an attempt to stop the device
No attempt shall be made- proceed directly to Gross Decon (Bunker gear NOT satisfactory protection against concentrations of agents)
How far shall members operating in bunker gear proceed into the Exclusion zone
No further than farthest live victims when performing hazard assessment or rescue of ambulatory victims
1st Eng at Chemical Attacks
Set rig upwind & away from contamination. Establish positive water supply & provide Emergency Gross Decon for ambulatory victims. Provide estimate number of victims to IC
Any _ trained member or above may perform Noxious Stimulus Triage
CPC Level; if NO response to painful stimulus, leave victims & proceed to next victim
