Why did you split the procurement routes?
You say to minimise pre construction time but who does the design and when would it be done?
What did you include in PQQ
What does novation mean?
Would another route and looking back what have you learnt? would another route have suited this.
What was the issue what was the market showing?
imbalance between supply and demand led to low appetite for single stage
material shortages difficult to fix prices
severe material and labour shortages- generally contractors did not want fixed price.
What about 2 stage?
may have had more contractors
first stage compettive priced but second stage not
likely not to reduce cost
could delay
What was the risks with you option C what did you advise the client?
Maintaine the route
may be left with one contractor limited in guaging value for money
but didnt want to the two good contractors to los interest
