A

Because his claim to the throne was exceptionally weak - being through his mother, Margret Beaufort

How did predating his reign enable further consolidation of power?

A

By predating his reign (21st August) he was able to class those who fought against him as traitors

This enabled him to use Acts of Attainder against them, a masterful show of political acumen because it raised previously-dwindled royal coffers while controlling nobility and reducing threat of noble-supported rebellion.
