Financial policy
Goal - improve tax system and make localities pay
Ship tax - 98% of revenue at its peak which declined to 80% before the first bishops war and ship money trial shows opposition but achieved his goal
Forest laws - rich finally paying taxes too so success
Ireland - custom duties and thorough very lucrative for the crown but local opposed with pitchforks
Very successful at meeting Charles goal of increasing tax but did experience some opposition but mostly local and easily managed
Thorough
Goal - centralise government control and raise a standing army
Book of orders - only 1/10 of JPs co operated and the council of the north stopped obeying strafford when he left (short term)
Exact militia - Irish catholic army funded with increased revenue
Lack of success or failure but the army did challenge Charles in the future suggesting it was a failure.
Religious policy
Goal - enforce laudianism/ Armenianism
1640 2/3 of altars had been moved to desired place showing outwards conformity
Strafford succeeded with 39 articles.
Failed in Scotland trying to impose laudianism in a mostly Presbyterian country with an experienced army. 2 bishops wars ultimately ended the PR.
English and Irish success but Scottish failure.
