Jews provoked them with Bancroft canons 1604 and declaration against preachers 1622 which hardened their opposition to him
Openly challenged religious settlements like HCC and Book of Sports 1618 but he appointed Abbot as Archbishop of Canterbury

Overall James did not have to change his policies due to puritans because he made minor concessions with the moderate ones and isolated radicals. The hardened opposition was more of a threat to his son’s reign who couldnt deal with them well.
