Economic planners were successful in reaching previous level of output on industry in 1957 and agriculture grew although was 14% less than levels in 1958 and projects like the Daqing oil refinery was successful in boosting economy of oil products but projects like Dazhia were unsuccessful but economic planners suspected this and the third line project was extremely wasteful and damaging to business that were left abandoned and a huge amount of state investment was wasted
Industry
Industry
Mao wanted to
Mao wanted to prioritise industry first vs pragmatists temporary policy of ‘agriculture first’ as industry would be held back if food supply couldn’t keep up,
Industry
inefficient enterprises
25,000 inefficient enterprises shut, coal and steel targets reduced and reviewed annually, financial incentives, peasants sent to countryside to work as not many jobs to learn form the peasants

Industry had successful recovered due to economic planners but capitalist elements were also damaging for Mao’s image, deviating from Mao Zedong thought
Agriculture
famine
Millions had died from famine, 20 mil prags= temporary ‘agricultures first’

Agriculture
ideology
Changes in ideology in communes 5% land for private plots, financial incentives, rural fairs and markets,
‘it doesn’t matter if the cat…’ also damaged the ccp’s ideological policy
Agriculture
growth
By 1965 agriculture had grown by was still 14% less than 1958 levels and much still had to be imported
projects
Daqing
Oil ring at Daqing, new city and major increase in refined oil products. Economic planners thought success due to specific projects vs Mao people overcame old machinery with hard work, ‘Daqing spirit’, success grow oil products
projects
Dazhia
Dazhia, Shanxi province, illiterate peasant lead combining poor quality land and trebled production, land and buildings destroyed in natural disaster, refused state aid and recovered ‘in agriculture learn from Dazhia’ BUT prags suspect fraud denounced to ‘serious problems’ Mao sends different work teams ‘model commune’ show piece for correctness of Mao thought. BUT Mao died and revealed actually state aid and PLA support, not actually an economy success
projects
Third Line
Third Line, very damaging to the economy, possible nuclear threat of Ussr and USA in Vietnam move companies to west, build research institutes, underground city in Beijing, had most share of state investment, did little to improve security, buildings abandoned, bad coordination
projects
Overall oilrig was successful and recovering economy but Mao lied about success of Dazhia and the third line was a huge drain of resources that damaged the economy which state Invesment was largely taken up by
