What are Standard Build Costs?
All dependent on location, specification, size ,etc:
Office: £3,000m2 + Fit-out £3,600m2 (London 5-6k)
Retail: £1,000m2 + Fit-out £1,500m2
Industrial: £750m2 + Fit-out £1,200m2
Care Homes: £2,000m2 + Fit-out £2,500m2
What is a Bill of Qunatities?
List of materials, labour and equipment needed for a project
Produced by a QS
Used to ensure contractors bid for the same quantity of works
What is a Contract Sum Analysis?
Actual estimated costs for the project
Client appoints contractor based on the CSA
Initial CSA will have variations before the Final Account being agreed
What is a Cost Model?
A breakdown of a similar project used as a reference when calculating rebuild costs
Must be similar in size, location and date
How do you create an Estimate of Rebuild Costs?
Use BCIS and SPON’s to get costs for items
Ensure the building is measured correctly
If using a cost model rebase the costs using the TPI for acquisition date and location
Ensure m2 rates are correct for property type and location

Better for building up rebuild costs for acquisition claims
What is the Difference between BCIS and SPON’s?
BCIS - Provides breakdowns for different types of assets, provides average prices per m2
SPON’s - Better for cost models, breakdown of rates and costs
What are TPI’s?
Tendered Price Index
Location TPI / Date TPI (when the asset was acquired)
To rebase construction costs for the location and date
Shows fluctuation in costs for labour and materials across the country
What are the BCIS Elemental Headings?
BCIS Breakdown of construction works with standardised Headings:
0. Facilitating Works (demolition/surveys/groundworks)
1. Substructure
2. Superstructure (frame/roof/external walls, etc.)
3. Internal Finishes (walls/floors/ceilings)
4. Fittings, Furnishings, Equipment
5. Services (sanitary/electrical/mechanical)
6. Prefabricated Buildings

What is IPMS?
International Property Measurement Standards
Helps standardise measurement practices globally
IPMS 1 - GEA - Building including external walls
IPMS 2 - GIA - Dominant face for walls (more than 50%) is used for the calculation
IPMS 3 - NIA - (NIA including columns for IPMS)
Now include balconies / covered galleries
What is GEA?
Gross External Area
Generally used for planning
To the external perimeter wall
Excludes: open staircases, upper void levels
What is GIA?
Gross Internal Area
Inside external walls - includes columns, WC’s, lift wells etc
Excludes fire escapes and covered walkways
What is NIA?
Net Internal Area
Usable Space
Internal area excluding space under 1.5m, WCs, columns, coridoors
