A structural collapse is one of the most difficult and dangerous operations FF's will encounter. It is a single command event and FDNY has been designated as the IC. Search and Rescue is a core competency of the FDNY. Who operates under the direction of the FDNY during collapse operations?

All city agencies including NYPD and DOB

(Search and Rescue of and AREA is PD's)


When the rescue and removal of all persons involved in the incident, and the stabilization of all threats to public safety have been accomplished, the scene becomes the jurisdiction of?

DOB and/or DOL for buildings under construction/Demolition

Safety at the scene of a collapse is the single most important consideration during the operation. Do not enter and danger zones except?

To save life

At all explosions and major collapses, SOC units shall ensure the immediate area is monitored for the presence of Rad/Chem agents


Steps must be taken immediately to prevent further casualties. First arriving units shall examine the collapse site for dangers and take the necessary actions to prevent further injuries including?

Stretch hoselines to protest ENTIRE collapse area. ENSURE a 3 1/2" hoseline is stretched for tower ladder use.
Control utilities
Remove lightly buried victims
Examine premise for hazardous occupancies or processes


Explosions shall be viewed as possible "Dirty Bomb" sites until monitoring shows the area to be clear of contamination. Voids and below grade areas shall be monitored for accumulations of flammable gases, CO, and O2 content. When?

Prior to entry.

Initial rescue actions should concentrate on removing able-bodied (ambulatory) and surface or lightly buried persons from immediate danger.

Where should the 1st and 2nd engine be positioned at a structural collapse?

If possible, both the 1st and 2nd engine should take separate hydrants OUTSIDE the block, each on SEPARATE mains, and prepare to supply hoselines and a large caliber tower ladder stream.


The 3rd and 4th engines should be positioned?

At the REAR of the structure.

2 of the 2nd alarm engines shall be used to seal of the ends of the street.


Initially the 1st arriving tower ladder shall be the only unit in front of the collapse building outside of the collapse zone. Subsequent arriving tower ladders should be positioned where?

Positioned to protect a different exposure.
Aeriel ladders should be kept away from the front of the building in a secondary staging area unless need for a specific rescue purpose. (ie tall/long buildings)


Rescue companies and collapse units should be placed outside of the collapse danger zone but as close as possible to the front of the building. The ICP must be clearly visible from the collapsed structural and accessible to incoming units. Who shall establish the staging area?


A company officer shall be assigned the Staging Area Manager until relieved by a chief officer.


At a building collapse, first alarm engine companies shall? (priority order)

A.E.V or (FEV 3 1/2 2 1/2)
Extinguish ACTIVE fire
Extinguish VEHICLES

If NO active fire exists...
Stretch and CHARGE a 2 1/2" to cover ENTREE operation. In addition, a 3 1/2" should be stretched and CHARGED to the 1st tower ladder.


At a suspected terrorist event where should the 2 1/2" handlines be placed?

They should be located between 2 apparatus or other substantial shielding to protect personnel from secondary blasts set to injure emergency responders.


The 1st arriving engine company is in charge of water supply. They may have to take a position within the block to use the apparatus LCS to control fire or for exposure protection. The officer must ensure a continuous source of water for such purpose. He shall also CONSIDER stretching a 3 1/2" line to supply a TL. Who must ENSURE this takes place?

The 1st arriving ladder officer has the option of splitting the company into separate teams to cover more area. Recon is the primary task of this unit. They shall remove surface victims and perform preliminary void search. How are these voids to be searched?

Visually. DO NOT cut, lift or remove load bearing members. Call and listen.


The 2nd arriving ladder company has a major priority. What is it?

Utilities. Controlling the gas electric and water services.
They must ENSURE that the utility company emergency crews are notified.


3rd and subsequent arriving ladder companies may perform what duties?

Assist with utilities
Debris removal
Cut timbers for shoring
Victim removal


EMS will establish a CCP where?

Support zone


As soon as the patient is accessible and the surrounding area is safe, the Rescue Paramedic MUST start patient care. If the patient has been pinned for more than 1 hour or appears to have suffered serious injuries the medic needs to have access to treat for?

CRUSH Syndrome or other life threatening injuries. This syndrome is also known as "Traumatic Rhabdomyloysis"

Lean-to collapses produce large voids that may contain survivors. An unsupported lean-to is extremely dangerous and must be supported early


V shaped voids result when the floor fails in the middle, usually a result of overloading or a part of the floor is burned away and under a load. Victims Below will have the _____ chance of survival while those along the perimeter will have the _____ chance.



Searching of void spaces should be done immediately after the surface victims have been removed, or simulaneously if sufficient personnel are available. Individual void spaces may be found in what type of collapse?

ANY!!!!! They are hard to locate, for they occur at random depanding on the layout of partitions and furniture.


In a fire related collapse, fire will try to fill these same void spaces. The survival of the victims depends on reaching them first, preferably with a hoseline. Trapped victims should be provided?

A spare SCBA or the FAST-PAK. (Conflict see SCBA add1 Sect 7.1 fast pak for FF's only)


Locating a victim in a collapse can be located within a vois or debris pile by calling out within voids and listening for a reply. If a voice is heard it may be dificult to locate the source since the debris can distort the sound. What method may useful in this situation?

"Around the clock method" (Triagulate the position of the trapped person)
Electronic listening devices are also used to locate trapped victims however they are not practical during the initial stages for there is too much activity. Non trainded/certified dogs are not reliable and should not be used for this purpose.


During the select debris and removal phase the victim removal leader directs the victim removal activities that can be accomplished by shoveling, hand digging, or the cutting of NON BEARING structural members. Who would you expect to fill this roll?

Rescue Battalion. The select debris removal phase begins whan all voids have been searched and people are still unaccounted for. This is not a useful tactic if we have no idea where the victims are located.


Only collapse trained members of SOC units are to perform tunneling or trenching involving the cutting of potentially load bearing structural members. The recommended work time for these members is?

30 minutes.


If the victim has been pinned for more than ____or appears to have suffered serious injuries. A rescue medic MUST be given access to the patient as soon as there is access, in order to treat for crush syndrome or other life threatening injuries.

General Debris removal is begun when?

It is CERTAIN there are no other survivors.

Heavy demo equipment is FORBIDDEN during the select debris removal stage.


Fire department presence in the form of a watchline shall be maintained as long as ?

There are peronnel operating in the debris pile for search and investigative purposes.


Survival for as long as 14 days has been documented in earthquakes around the world. Do not proceed to the General Removal Phase until?

All means of searching for survivors have been exhausted or all occupants and visitors have been accounted for.


Search assessment markings are 2'x2' and when complete will form the letter "X" with designated markings in each quadrant. These marks are made using the same lime-yellow colored reflective paint currently used to mark vacant buildings. How many cans of this paint must be carried on ALL apparatus?



A single slash and the unit identity are marked upon entry. The second crossing slash shall be drawn when?

When ALL personnel exit the structure or area

Units conducting searches, upon discovery of a known or potential victim, shall use the victim marking system to denote their location. A large "V" ~2' in height is painted near the location of a KNOWN or POTENTIAL victim. An arrow may be used to point towards the victims location if not clearly visible. What does a circle around the "V" indicate?

The location of a potential victim is CONFIRMED either visually,vocally, or by hearing


Paint a horizontal line thru the middle of the "V" when the victim is CONFIRMED DECEASED. Painting a vertical line thru the confirmed victim mark indicates?

The victim has been removed.
This marking should not be taken to mean that the secondary search is complete, rather it means that all victims that have been previously been located have been removed


The Con Edison truck has a capacity of 10 yards and can move wet or dry material. It uses 8" tubing that can be connected up to 150 ft. 4" tubing can be added for another 50 feet. A Con Ed employee will operate the vacuum truck if the work area is safe and a FDNY member with a HT will be positioned with the Con Ed employee at all times. Who operates the suction hose and what equipment must be dispatched with the vacuum truck?

A FDNY member will operate the suction hose and the SOC compressor unit MUST be assigned to the box with the vacuum truck.
