- Non compliance with the Arms Act
- Mental illness
- Abuses alcohol
- Uses drugs
- Is in a gang
- Is an Extremist
- National security risk

- if you have RGTB a person is in possession of firearms AND
- they are in breach of the arms act
- by their physical or mental state are incapable of having proper control
- Protection order or grounds for PO exist
