No. This is not needed to use with Amazon WorkMail. The SES limits only apply when you are using Amazon SES using the Amazon SES API for sending bulk email from your AWS account.

Yes. CloudTrail captures API calls from the WorkMail console or from WorkMail API operations. Using the information collected by CloudTrail, you can track requests made to WorkMail, the source IP address from which the requests were made, who made the requests, when they were made, and so on.
