Migration Hub is available to all AWS customers at no additional charge. You only pay for the cost of the migration tools you use, and any resources being consumed on AWS.

AWS Migration Hub helps you monitor the status of your migrations in all AWS regions, provided your migration tools are available in that region. The migration tools that integrate with Migration Hub (e.g., AWS Server Migration Service, AWS Database Migration Service) send migration status to the Migration Hub in US West (Oregon). There, the status is aggregated and visible in a single location. Note that integrated tools will not send status unless you have authorized (i.e., connected) them on the Tools page of the Migration Hub console.
