It is a communication tool to agree on duties and obligations.
As owner my obligation is to provide the contractor access to the site and freedom on operating on the site and to review every submittal that comes from them to get their approval (any kind of submittal).
As contractor I have duties and obligation like preparing method statement and schedule , delivering products, maintaining minimum level of work…

It is preicse but however it is not 100 percent accurate because there are details the designer wouldnot know, like braking masonry to fill gaps in walls
