What are cordons designed to achieve?

A

1/ separate those at risk, including Ff’s, from the hazard

2/ Facilitate the operations of the emergency services

What are the 3 types of cordon on the incident ground?

A

1/ Inner Cordon.
Established around immediate scene of operations to restrict/ exclude access to the hazard.
2/ Outer Cordon.
Wider area separating the public from the areas used by the emergency services.
3/ Traffic Cordon
Set up by Police at or beyond the outer Cordon, to prevent unauthorised vehicle access to the surrounding area.

A

The Tactical Commanders (Police and Fire Silver ) will jointly agree an area to be designated as a Cordon. Fire Silver will nominate a senior Officer Fire Bronze to maintain the cordon

What are the roles of the Inner Cordon Controller ICC

A

1/ control entry-exit points ( min WM)
2/ allocate each person entering Cordon a number in sequence starting 01.
3/ fill out FIC1 for each person entering
4/ each entrant to wear arm band with date, IC1 number, entry point letter. Arm bands in 4 colours chosen at random by Police Silver.
ICC to ensure each entrant is (i) wearing completed arm band. (ii) wearing correct PPE (iii) given safety brief including evac whistle (iv) told to return to same entry/exit point (v) ensure non brigade personnel accompanied if necessary
5/ ICC can allow persons to leave Inner Cordon for specific task as Long as they remain in sight.ICC has NO DISCRETION when admitting people to Inner Cordon.

What is the role of the Inner Cordon Recorder (ICR)

A

1/ record personnel present before the Inner Cordon was set up
2/ removal of personnel that have no role or incorrect PPE. Police to assist if necessary
3/ provide arm bands to those inside Inner Cordon that don’t have one, complete F IC2 in sequence starting IC2 01.
4/ arm bands to have date, entry/exit point IC2 number.
5/ ICR to ensure all those inside the Inner Cordon are (i) wearing completed arm band. (ii) wearing correct PPE (iii) given safety brief including evac whistle (iv) told to return to same entry/exit point (v) ensure non brigade personnel accompanied if necessary

Define hot warm cold zones

A

Hot. Area of greatest risk

Warm. Area of cross contamination, immediately around the hot zone. Contaminants should be removed here.

Cold. Between outer and inner Cordon. No contaminants should be here

A

Explosives = 500m
Cylinder = initially 200m
Radiation = initially 25 > or < depending on survey meter readings
Biological = determined by DRA
Hazmat= min 25m upwind. May have to evacuate upto 200m
Asbestos = 25m upwind
Terrorist. Suit case=100m, car /van 200, lorry 400. If in doubt 400.
Radio exclusion Zones. Main scheme 50m ( radio and MDT off if going closer) Hand held 10m. Pagers May be worn.
