Federal Labor Relations Council (FLRC) performs some of the same functions as the NLRB does for private employees.

Council determines:
* The composition of bargaining units
* Orders and supervises elections
* Disqualifies elections for corrupt or undemocratic actions
* Decides unfair labor practice charges
