The criteria for evaluating a training program should be determined by the training objectives.

Criteria:
* Reactions of participants - ex. asking them, surveys
* Learning new skills and competencies - transfer of learning, tests, projects
* Behavioral changes - self-report questionnaire of behavior or observation
* Measurable results - metrics like sales

Testing threat can occur when scores on a post test are influenced by simply being exposed to the pre-test and not from receiving the training

The two extra groups it has included in the process allows the researcher to determine if there are changes due to the training, and due to exposure to the pre-test
