define abuse

police used to used SPECSSS as risk assessment but they changed to safe lives DASH/RIC (risk indicator checklist), why are healthcare workers not also changing over
dedicated training is required

PREVENT
- pursue (to stop attacks)
- prevent (stop people becoming terrorist)
- protect (strengthen protection against terrorist)
- prepare (where u cant stop, migrate the impact)
