Fixed amount is allocated the training department each year.

Training costs come from the operating budget (ex. each department has a budget, like finance)

Operating departments contract with the training department to provide training.

  2. Training and Development phase

  • Design: determine goals and objectives; decide course content; plan delivery methods

  • Evaluation - compare training program results to the course objectives
