What is value engineering?

A

Value engineering is where alternative materials and products are sought to increase the value to cost ratio by either increasing value or reducing cost.

Why is it important to communicate during a VE process?

A

To ensure that VE items are tracked properly and that any VE can be undertaken in a timely manner before it is too late to implement the changes.

What were the timelines for agreeing the final account on Court Lane?

A

Court Lane was ICD 2016

After PC, contractor has 6 months to provide the necessary documents for adjustment of final account.

If not provided in 6 months, CA can give a 1 month notice of requiring contractor documents.

If not provided after that 1 month period, the CA or QS can make their assessment using the information available to them.

Within 3 months of receipt of contractor’s information, the CA or QS must provide their assessment of the L&E and final adjustment.

On Court Lane, why did you choose to negotiate and agree the final account?

A

The contract does not state that negotiation and agreement is required

but we took this route to maintain good communication,
avoid the potential for a dispute and to maintain good working relationships.

On Court Lane, was there a significant difference between your final account assessment and the contractor’s?

A

It wasn’t significant. It was £10k-£15k. The majority of costs had been agreed through the construction period.

Court Lane - Is the mention of the final account talking about communication or negotiation?

A

With the clients permission, we chose to negotiate the final account in order to avoid any disputes going forward. We undertook communication with the contractor to ensure clear understanding of each others position and coming to an agreement that suited both parties.

What were the savings for the Value Engineering exercise at Elleray Community Hall?

A

Insitu brickwork window surround saving was £50,000
rooflight saving was £4,000 for 25%
glazing to stud partition saving was £15,000

What was the outcome in terms of negotiation in Court Lane? How did you determine that you were adequately compensated for the works undertaken, and what provisions would be in place should you both disagree with expectations versus reality?

A

A final account was successfully negotiated and both parties were happy with the outcome which was below the clients negotiation target budget.

If the negotiation had not been successful then the contractor could potentially raise the issue to mediation or maybe adjudication.

Why is communication so key with the design disciplines during the VE process? Particularly on Elleray Hall project?
To ensure that: -the items value to the client is not compromised. i.e. ER's are still being achieved -all potential VE items are raised, discussed and concluded in a timely manner

Review them and issue any comments I have if the record is not correct.
