OO 03-01 Call Handling Flashcards
The purpose of this order is to provide instruction for the handling of certain types of calls. This order supports the Sheriff’s Office Core Values of “__________” and “_________”.

A report is made of every incident which occurs or is alleged to have occurred in the Jacksonville Sheriff’s Office (JSO) jurisdiction to include:
- Citizen reports of crime;
- Citizen complaints;
- Whenever a citizen requests police services;
- When an officer is dispatched;
- When an officer is assigned to investigate an incident;
- When an officer is assigned to take action at a later time;
- When criminal and non-criminal cases are initiated by law enforcement officers; and
- All incidents involving arrests, citations, or summons.
The ________ ______ personnel shall gather information from the caller to determine the appropriate call management concept in handling the call. Refer to
General Order XLVI (46), Communications Policy and Procedures.
Communications Center
Whenever there is a need for a report to be written, officers shall refer to the ___________ which outlines the forms to be used and the procedures to be
followed in completing the report(s).
Field Reporting Manual
Anytime information is obtained by a PECO which indicates that a call for service may possibly expose an officer to contamination by either a _______ Pathogen
or an ______ Pathogen the responding patrol officer(s) will be notified.
Bloodborne
Airborne
If the possibility for contamination is by an Airborne Pathogen (i.e., Tuberculosis, Meningitis, etc.), the call taker shall put in the comments field “________”. The PECO will announce the signal of the call and then “__________” when the call is dispatched.
CODE BLUE ALPHA
If the possibility for contamination is by a Bloodborne Pathogen (i.e., AIDS, Hepatitis, Venereal Disease, etc.) the call taker shall put in the comments field “________”. When the call is dispatched the PECO will announce the signal of the call and then “________.”

Police Emergency Communications Officer
The PECO shall ask the following questions to determine if the driver is a Signal 1 (drunk/impaired):
- Does the driver appear slumped in his seat?
- Is the driver failing to maintain a single lane or driving erratically?
- Does the driver appear to be going slower or faster than the posted speed limit?
- Has the driver run off the road?
The PECO shall ask the following questions to determine if the driver is a Signal 12 (reckless):
- Is the driver being aggressive?
a. Tailgating; or
b. Cutting in and out of traffic.
- Does the driver appear to be distracted?
a. Putting on make-up;
b. Talking on a cell phone; or
c. Texting.
Calls regarding drunk, impaired, or reckless drivers or hazardous situations will be sent to dispatch as a Priority __. In extreme situations the call taker has the discretion
to send the call as a Priority __.

In the event the driver is going the wrong way on any street, expressway or divided highway, the call will be sent as a Priority __.

The first question the PECO shall ask on calls reporting a traffic crash is, “__________?”
Is anyone injured
If the caller states the crash is a hit and run with injuries the PECO will obtain the location, suspect and vehicle information prior to transferring the caller to ______________.
Jacksonville Fire/Rescue Department (JFRD)
All traffic crashes will require a call to be initiated and sent to the __________.
Zone Dispatcher
Traffic crashes on State roads in Zones 2, 3, 4, and I-10 will be handled as follows:
- If the crash involves injuries, the call taker will initiate a call for service and transfer the caller to JFRD. The Zone Dispatcher will assign the call to a JSO unit and notify FHP. If FHP works the call the Zone Dispatcher will
make FHP the primary unit on the call. The call shall remain assigned and active for three hours before the Zone Dispatcher closes the call with disposition FHP. - If the crash involves road blockage the call taker will initiate a call for service. The Zone Dispatcher will assign the call to a JSO unit and notify FHP. If FHP works the call the Zone Dispatcher will make FHP the primary unit on
the call. The call shall remain assigned and active for three hours before the Zone Dispatcher closes the call with disposition FHP. - If the crash does not involve injuries or road blockage the call taker will get the location and transfer the caller to FHP. The call taker will put in the comments “call given to FHP” and any pertinent vehicle or location information. The Zone Dispatcher will assign FHP to the call. The call shall remain assigned and active for three hours before the Zone Dispatcher closes the call with disposition FHP.
- Before transferring a call of a crash to FHP the call taker must obtain the following information:
a. Vehicle description to include color and make if possible;
b. If the caller is in the parking lot the call taker must determine if the crash actually occurred in the parking lot or on a State Road; and
c. If at an intersection the call taker must determine which road the crash actually occurred on.

All reports of escaped prisoners will be sent to dispatch for an officer to respond. The call will be sent as a Signal 6 (Escapee) Priority _. If extenuating circumstances exist, such as, the subject was last seen over an ____, or from work release, the call can be sent as a Priority _.

If the location of the escapee is known, the call will be sent to dispatch for an officer to respond to write the report and a call will be sent to dispatch to the subjects

All reports of deaths will be treated as a Signal 76 (assist other agency) Priority 2 in reference to a cardiac call, drowning or asphyxiation. If qualified medical personnel
such as a Registered Nurse, Medical Doctor or paramedic are on the scene the call will be sent as a Signal 7 (dead person) Priority __.

If the caller states the body is in a state of decomposition or has found skeletal remains the call will be sent as a Signal __ (Investigate) Priority __.

Calls reporting deaths when JFRD is standing by, will be handled as a Signal __ (assist other agency) Priority __.

All missing persons requests that fit the below criteria will be sent to dispatch by the PECO as a Signal 8 (missing person) Priority 2 and will include a description of the
victim in the call.
- Victim is 12 years of age or younger;
- From a dependency facility and foul play is suspected;
- Mentally/physically challenged; and
- Senile, elderly or the possibility of foul play is
suspected, regardless of age.
A _____ ______ will be notified by voice of all Priority 1 or 2 reports of missing persons that require a patrol unit to respond.
