State Employer=Employee relations act, renamed the Ralph C. Dills Act. (2-3)
What is the Dills Act
It is a series of government codes which govern collective bargaining . (2-3)
If there is a conflict between policy and the contract, which is controlling?
The contract is in all circumstances. (2-6)
An association rep has the right to vigorously act to represent the employee. While acting in that capacity, the rep is on equal ground with management. (T/F)

It is a shall unless his absence would interfere with efficient operations. If denied, an alternate time will be arranged. (5-3)
A rep desiring access to a work location must do what?
Permission must be requested from the commander stating the purpose and it must be requested a reasonable amount of time prior to the intended visit. (5-3)
A rep must obtain permission from whom prior to ingaging in Area rep matters during regular work hours?
The immediate supervisor or designee. (5-3)
May access to a work location be denied to a rep who is requesting to conduct representational business while on duty?
It may be denied or delayed for reasons including safety, security, work load requirements, or other legitimate circumstances. (5-3)
May the association use Area bulletin boards and if yes, what needs to be done prior to posting anything?
Yes, to post certain notices, the rep must date and initial the material and a copy must be given to the commander/designee at the time of posting. (5-4)
Can management remove association material from a bulletin board?
Yes, but it should make every reasonable effort to contact the association to explain the reason. If doubt exists as to the propriety of the material, OER should be contacted. Management retains the final authority for removal. (5-4)
Can association business be conducted during work hours?
No, all association business must be conducted on the employees "own time" or during non working hours". (lunch, breaks, before after work) (6-5)
May reps solicit and/or distribute employee organization literature at the work location?
If granted permission a rep may distribute literature before or after work hours or during meal periods in non-work areas. It is appropriate to provide some location on state premises for solicitations. (5-5)
May a rep use a departmental telephone?
Yes, as long as it dos not result in toll charges, or interfere with the operation of the office. (5-5)
May reps use "release time" to prepare for meet and confer sessions with management?
No, time is for the session and possibly some travel, but not for preparation. (6-3)
Who has the authority to grant/deny release time?
The employee's supervisor, but it must be consistent with policy and the contract. (6-4)
Is state release time authorized for off site meetings?
No, if an off site meeting is requested, state release time shall be denied. (6-5)
For purposes of Grievances/complaints, is the employee authorized state release time?
A reasonable amount of state release time (during assigned work hours) may be used, if approved by a supervisor, for the purpose of conferring with a rep. (6-6)

A grievance is a dispute over contract violations, and a complain is over policy or procedures. (7-3)
