IT DOES NOT MEAN HE TIED HIM UP AT NIGHT. THE ONLY PROBLEM WITH THIS IS THAT THE PREVIOUS SENTENCE CLEARLY STATES THAT THE DONKEY COMES BACK HOME AT DAWN BECAUSE HE IS AFRAID OF BEING TIED UP - IF HE DOESN’T. SO THE TEXT IS MESSED UP HERE. OR POSSIBLY ततः HERE HAS THE FORCE OF अथवा - MEANING, “BECAUSE OTHERWISE IF THE DONKEY DOES NOT COME HOME AT DAWN, THEN THE WASHERMAN TIES HIM UP.”
