THE LITERAL MEANING SEEMS TO BE:

I THINK IT MUST REFER TO THE (10 RAKSHASA-HORSE AND (2) THE HORSE THIEF - EACH OF THEM SO GLAD TO BE RID OF THE OTHER.
THIS SENTENCE IS THUS A COMICALLY HIGH-FLOWN EXPRESSION OF THIS SIMPLE FACT.
IT IF IS NOT THAT, I HAVE NO IDEA
