Representative of a government sent to another country

It is a tool to detect and measure earthquakes
Why did the Han dynasty keep iron production and salt mining under government control?
The government control (monopolies) of the iron and salt had two purposes (1) brought in money that helped support their military adventures and (2) it kept the producers nod merchants from becoming too powerful.

Is when a single group controls the production of a good or service.
To what does civil service refer?
Is a system of government employees mainly selected for their skills and knowledge. People who work for the government (mailman).

How did the Silk Road contribute to the greatness of the Han dynasty?
During the Han dynasty contact between China and regions to the west increased. The Chinese exchanged silk and other luxury goods for a wide range of other products. It was also a path for the spread of ideas.

When one committed a serious crime or if one fell into deep debt
