WHY IS THIS DUAL? DOES IT REFER SPECIFICALLY TO KUMBHAKARNA, WHO IS BEING ADDRESSED, AND HIS BROTHER RAVANA?
THE (transl.) HAS ‘from the Rakshasas’ (I.E. THEY REFUSE TO DEAL WITH THE ISSUE)
IT’S KIND OF LIKE BOOK 9 OF THE ILIAD…

अक्षोभ्य mfn.
अक्षोभ्य adj. akṣobhya अक्षोभ्य a. [क्षोभ्यते विचाल्यते; क्षुभ्-णिच् कर्मणि यत्. न. त.] Immovable, imperturbable; अक्षोभ्यः स नवोप्यासीत् R.17. 44. was unassailable -भ्यः 1 A particular sage (तन्त्रोक्तो द्वितीयविद्योपासकः तद्देवतायाः शिरसि नागरूपेण स्थितः ऋषिभेदः; अक्षोभ्योस्या ऋषिः प्रोक्तः -Tv.). -2 N. of a Buddha. -3 An immense number, said by Buddhists to be 1 विवर. -Comp. -कवचम् [अक्षोभाय हितं अक्षोभ्यम्] a sort of कवच or armour referred to in Tantras.

शिवः HERE USED AS AN ADJ. DESCRIBING RAMA, WHO IS WORTH 1000 OF ANY OF THE OTHER INCARNATIONS OF VISHNU. IT IS NOT SUGGESTING THAT LORD SHIVA IS AN INCARNATION OF VISHNU.
