अधिकार m. adhikāraḥ अधिकारः 1 Superintendence, watching over; स्त्रीषु कष्टो$धिकारः V.3.1; यः पौरवेण राज्ञा धर्माधिकारे नियुक्तः Ś.1 superintendence of religious matters. -2 Duty, office, charge; power, post of authority; authority; मन्त्राधि- कारः Kau. A.1 निर्णयाधिकारे ब्रवीमि M.1. (री-वान्) 1 An official, officer; न निष्प्रयोजनम् अधिकारवन्तः प्रभुभिराहूयन्ते Mu.3; a functionary, superintendent, head, director, governor. -2 A rightful claimant, proprietor, master, owner. -3 One qualified to sacrifice or perform sacred works. -4 Man as the lord of creation. -5 One well versed in the Vedānta.

आश्रम mn.
आश्रम mn. HERE == ‘stage of life of a brahmin’ (of which there are 4) AND NOT ‘ashram’!!! WE HAVE SEEN THIS MEANING BEFORE!

आश्रम mn. ( śram-), a hermitage, the abode of ascetics, the cell of a hermit or of retired saints or sages etc.

आश्रम mn. a stage in the life of a Brahman (of which there are four corresponding to four different periods or conditions, viz. 1st, brahmacārin-,”student of the veda-“; 2nd, gṛha-stha-,”householder”; 3rd, vānaprastha-,”anchorite”;and 4th, saṃnyāsin-,”abandoner of all worldly concerns”, or sometimes bhikṣu-,”religious beggar”;in some places the law-givers mention only three such periods of religious life, the first being then omitted) etc.

ACTUALLY I THINK MY COMMENTS BELOW MAY BE WRONG. TRY THIS SYNTAX INSTEAD:
“In maleness, in femaleness (there is) no efficacy in respect to my worship, nor is there any difference - birth, name, stage of life, etc. - but devotion alione is efficacy.’

SO I THINK WE HAVE TO EMEND TO पुंस्त्वं स्त्रीत्वं विशेषो वा TO MAKE ALL 3 TERMS NOMINATIVE. THERE IS NO REASON FOR THE FIRST TWO TO BE LOCATIVE. THE CHANGE HAS NO EFFECT ON THE METER.
